National
Differences

(Political Rationality, PESTEL) National Differences via AI (Political Rationality, PESTEL)

Core mission today: shift from “market numbers” to “institutions and power.” You should read both Hill’s explicit rules and the implicit-rule lens (Sun), then translate them into an actionable country-risk scan.

THE SPARK

AI Skill:CoT Prompting AI Skill: CoT Prompting

Turn “abstract” into a checkable reasoning chain

Required video: Sun’s “The Cruel Truth of Economics.” Your job is not to memorize a summary. Use AI to decompose the “social management technology” claim into: thesis, mechanism, assumptions, falsifiers, and a Hill Ch.2–3 crosswalk.

Workflow requirement: export your AI dialogue (Log 1), and mark where the model breaks logic or smuggles in assumptions.

Critical Shift: Market Analysis → Power Analysis

Firms used to prioritize GDP, demographics, and cost (efficiency). In 2026, the decisive risks often come from how a state manages internal tensions and how quickly it can deploy “non-market tools” for regime stability (security).

Rule of thumb: don’t just read the law—ask what governance logic the law serves.

今天你要練的工具:PESTEL(特別是 P / E / L),以及「潛規則掃描」:誰能定義正業? Tools today: PESTEL (especially P/E/L) and an “implicit-rule scan”: who defines legitimate industries, who interprets law, and who can rewrite the rules overnight?

THEORY: POLITICAL ECONOMY & PESTEL

Hill Ch.2–3 equips you with an “explicit rules” framework: political systems, economic systems, legal systems, property rights, and corruption—factors that shape transaction costs and risk. Sun’s video adds a sharper lens: institutions are not only about efficiency; they can be “social management technology” for regime survival.

Hill Ch.2–3: Textbook Decoder (PESTEL-ready)

Formal Institutions (P / E / L)

Start with visible rules: political systems (democratic/authoritarian), economic systems (market/command/mixed), and legal systems (common law/civil law/theocratic law/bureaucratic discretion).

property rights, contract enforceability, corruption, investor protection.
the same contract carries very different costs and risks across legal systems.
use PESTEL to structure a country risk register.

Implicit Rules (Sun’s Lens)

Sun’s reminder: economic systems are not always “neutral.” They can be designed to manage people and resources, define “legitimate work,” allocate rewards/punishments, and absorb or exclude “surplus population” when the system is stressed.

When political rationality overrides economic rationality, the question shifts from “where is most profitable” to “where are we least likely to be sacrificed.”
還是可預測的規則?is law a predictable rule, or a governance tool?
capital controls, data restrictions, administrative reviews, expropriation.

The Last 5 Years: 邊界模糊 The Last 5 Years: Blurred Boundaries

Across 2021–2026, the boundary between “market” and “command” is blurring: the U.S. deploys industrial policy and export controls; China reshapes sector value under “common prosperity”; and supply chains pay a premium for political alignment through friend-shoring.

CASE STUDY: MISAENG (EP 02–03)

These episodes focus on a clash of institutional logics. The firm becomes a miniature “international system”: HQ’s standardization logic (explicit rules) collides with field reality—relationships, discretion, and power (implicit rules).

THE INSTITUTIONAL CLASH THE INSTITUTIONAL CLASH
EPISODE 02–03

In Ep 2, the intern presentations reveal the tension between “field logic” (Han) and “office logic” (Jang): how tacit experience is translated into HQ-friendly, codified language.

Scene cue: the “glue vs no-glue” debate, translation problems, and report-format fights are all about who holds interpretive authority.

Ep 3 shows how “capability” can be suppressed by structural bias, and how compliance review can function as a resource-allocation tool. In Hill terms: when institutions are unstable, contracts are not enough—political sensitivity becomes operational.

Survival Glossary (Week 03)

Industrial Policy

Industrial policy: subsidies, export controls, and investment restrictions used to re-allocate resources for security or strategic goals.

FCPA (Long-arm Compliance)

Long-arm compliance risk: actions abroad can still trigger home-country enforcement (e.g., anti-corruption rules).

Property Rights

Property rights: whether ownership is protected and transferable in a predictable way—the “floor” of FDI risk.

Capital Controls

Capital controls: profitability does not guarantee repatriation—this reshapes ROI and exit options.

THE RISK DETECTIVE LAB

Today you are a “geopolitical risk analyst intern.” Use AI to turn abstract theory into usable outputs: first deconstruct Sun’s argument, then apply the same logic to country-risk detection and a location choice debate.

User: Intern_RiskAnalyst @ YZU_CM438_Lab

[TASK 1] Your CoT Prompt Design (Reasoning Chain)

Goal: force AI to produce a checkable reasoning chain—not just a polished summary. Your prompt should request: claims, mechanism steps, assumptions, falsifiers, a Hill Ch.2–3 crosswalk, and a self-critique.

[TASK 2] Risk Detective + Location Tournament [TASK 2] Risk Detective + Location Tournament (Country Scan)

Use Prompt 1 to convert Sun’s lens into an operational checklist. Then use Prompt 2 to scan Country A/B/C (or your chosen country): don’t stop at GDP—trace how economic tools serve political goals and what “harvest” risks emerge when your firm becomes too successful.

"You are a rigorous research assistant. Deconstruct Sun’s video using a CHECKABLE reasoning chain: (1) 150-word thesis; (2) a 5–7 step mechanism chain; (3) three hidden assumptions; (4) two falsifiers (what evidence would weaken the thesis); (5) a Hill Ch.2–3 crosswalk: which institutional conditions make these dynamics likely; (6) self-audit: list three ways you might be over-claiming or swapping definitions."
"You are a ‘geopolitical political-economy’ gray-rhino observer. I’m evaluating entry into [Country A/B/C or your chosen country]. Please do NOT give me superficial GDP numbers. Using real cases from 2024–2026, analyze how the government uses ‘economic tools’ to reach ‘political goals’. Specifically: if my firm becomes ‘too successful’ or ‘too influential,’ what ‘harvest’ risks do I face (link to the idea of who defines ‘legitimate industries’)? Then provide a PESTEL risk register. For each item: risk description, trigger, early warning indicators, probability (low/medium/high), impact (low/medium/high), and mitigations."

Vote & Defend Class Participation: Vote & Defend

Pick a side and defend it:

> Click A/B to get your defense prompt (cite the assigned materials).

活動:The 2026 Location Tournament Activity: The 2026 Location Tournament

Scenario: your team represents a Taiwan-based AI-critical firm choosing a “second HQ” among three candidates. Build a decision matrix that includes both “economic efficiency” and “political security,” then defend against challenges from other teams (playing activist shareholders).

Country A (US-like)

High subsidies, tech-sharing pressure; long-arm jurisdiction (e.g., FCPA).
