上一週我們用 SEGA Mega Drive / Genesis 看全球行銷:同一台主機進入不同市場時,名稱、版本、遊戲陣容與玩家記憶都會改變。這一週把鏡頭轉到供應端:同一台遊戲主機要如何被做出來、送出去、補得上、修得起?全球生產不是把工廠搬到工資最低的地方,而是判斷哪裡生產、哪些活動自製或外包、如何計算總成本、怎麼設計物流與品質治理,以及海外工廠在策略上到底只是代工點,還是學習、回應市場與分散風險的節點。Last week used SEGA Mega Drive / Genesis to study global marketing: when one console enters different markets, name, version, game lineup, and player memory all change. This week turns to the supply side: how is one game console made, shipped, restocked, and repaired? Global production is no longer a simple search for the lowest wage. It asks where to produce, what to make or buy, how to calculate total cost, how to govern logistics and quality, and whether a foreign factory is only a low-cost site or a strategic node for learning, market response, and risk diversification.

規模經濟Scale Economies
集中生產可以攤提設備、模具、學習曲線與品管系統,但也會把風險集中在少數工廠、港口、零組件與國家政策上。Centralized production spreads fixed investment, tooling, learning curves, and quality systems, but it also concentrates risk in fewer plants, ports, components, and policy environments.
自製或外包Make or Buy
自製保留能力與控制,外包提高彈性並降低資本支出。判斷點不是「外包比較便宜」而已,而是品質、IP、學習、交期、資料與供應商議價力。Making preserves capability and control; buying increases flexibility and lowers capital investment. The issue is not only lower cost, but quality, IP, learning, lead time, data, and supplier bargaining power.

近年的供應鏈討論不是「全球化結束」這麼簡單。更準確地說,全球價值鏈正在重組:有些活動仍然全球分工,有些活動因為政治、關稅、碳規範、資安與交期壓力,轉向區域化或友岸外包。The recent supply-chain story is not simply "the end of globalization." 第 13 週我們用 Mega Drive / Genesis 看全球行銷,重點是「同一台主機進入不同市場時,哪些市場差異值得改產品」。第 14 週的切入點相反:當產品要同時滿足全球市場,背後的生產與供應鏈要如何吸收差異?名稱、語言、遊戲陣容與玩家期待會在前端變成行銷問題;螢幕、控制器、晶片、電池、包裝、保固與補貨,則會在後端變成供應鏈問題。Week 13 used Mega Drive / Genesis to examine global marketing: when one console enters different markets, which market differences are worth changing the product for? Week 14 reverses the entry point. If a product must serve global markets at the same time, how does the production and supply chain absorb those differences? Name, language, game lineup, and player expectations become front-end marketing problems. Screen, controller, chip, battery, packaging, warranty, and restocking become back-end supply-chain problems.

為什麼這是 International Business 個案?Why This Is an International Business Case
遊戲主機是一個很好的全球生產案例,因為它同時有標準化與在地化壓力。主機平台需要高度一致,否則軟體相容、韌體更新、周邊連接、客服與維修都會失控;但是市場端又存在不同價格帶、通路制度、法規、語言、插頭規格、庫存配置與售後服務需求。企業不能只說「全球共用一台主機」,也不能每個市場都重新設計一台主機;真正的管理問題在於:哪些部分必須全球一致,哪些部分可以區域配置,哪些部分只要在通路與售後層次調整。A game console is a strong global production case because it carries both standardization pressure and local responsiveness pressure. The platform must remain highly consistent, or software compatibility, firmware updates, accessory connection, customer support, and repair will become unmanageable. At the same time, markets differ in price bands, channel systems, regulation, language, plug standards, inventory allocation, and service needs. A firm cannot simply say "one console for the world," but it also cannot redesign a console for every market. The managerial question is: which parts must remain globally standardized, which parts can be regionally allocated, and which parts only require channel and service adaptation?

方案 A:集中中國供應鏈Option A: China Concentration
優點是成熟、速度快、供應商密度高、工程協作容易。風險是政策、關稅、港口、區域中斷與品牌觀感集中。The advantage is maturity, speed, supplier density, and easier engineering coordination. The risk is concentration in policy, tariffs, ports, regional disruptions, and brand perception.
優點是分散地緣政治與關稅風險。風險是產能爬坡、良率、供應商同步、人才與品質系統尚未成熟。The advantage is diversification of geopolitical and tariff risk. The risk is capacity ramp-up, yield, supplier coordination, talent, and immature quality systems.
方案 C:混合配置Option C: Hybrid Allocation
優點是保留成熟供應,同時建立備援與區域彈性。風險是管理複雜度、資料能見度、庫存配置與跨區協調成本上升。The advantage is keeping mature supply while building backup and regional flexibility. The risk is higher management complexity, data-visibility needs, inventory allocation difficulty, and coordination cost.
這張表怎麼用?先評分、再選該列最有利方案,最後才做整體決策How to Use This Table: Rate First, Pick the Row Winner, Then Make the Final Decision
這張表不是單純投票表。每一列代表一個判斷項目,每一欄代表一個供應鏈方案。小組先討論 A、B、C 在該項目上的表現,填入低 / 中 / 高、快 / 中 / 慢,或高 / 中 / 低。接著,在「本組選擇」的下拉選單中,選出該項目下最有利的方案。This is not a simple voting table. Each row is a decision factor, and each column is a supply-chain option. First, discuss how A, B, and C perform on that factor, then rate them as Low / Medium / High, Fast / Medium / Slow, or High / Medium / Low. Then use the Group Choice dropdown to choose the option that is strongest for that specific factor.
例一:在「單位製造成本」這一列,如果你們認為 A 的成本最低、B 與 C 成本中等,就在 A 欄填「低」,B 與 C 填「中」。然後在「本組選擇」選 A,意思是:就成本而言,A 最有利。Example 1: For Unit manufacturing cost, if you think A has the lowest cost while B and C are medium cost, rate A as Low and B/C as Medium. Then choose A in Group Choice. This means A is strongest on cost.
例二:在「關稅與政策風險」這一列,如果你們認為 A 風險高、B 風險中、C 風險低,就在「本組選擇」選 C,意思是:就政策風險而言,C 最有利。Example 2: For Tariff and policy risk, if A is high risk, B is medium risk, and C is low risk, choose C in Group Choice. This means C is strongest on policy risk.
最後不要機械式計票。你們要決定哪幾列最重要。例如,如果品質與政策風險比單位成本更重要,最後方案可能不是成本最低的 A,而是 C。Do not count votes mechanically at the end. Decide which rows matter most. If quality and policy risk matter more than unit cost, the final plan may be C rather than the lowest-cost A.
